SYSTEMATIC LITERATURE REVIEW: POLITICAL PATRONAGE VERSUS MERIT SYSTEM ON LOCAL GOVERNMENT ANALYSIS VOSVIEWER

It is important to improve the public sector with recruitment rules that aim to improve public services by minimising political interests and patronage practices. The purpose of this study is to examine the development of the application of the merit system in the prevention of patronage practices in local government. Bibliometric analysis using VOSViewer. The literature review in this study provides an overview of the improvement of the public sector from the perspective of the merit system, taking articles in the period 2013-2023. The results obtained in this study are the prevention of patronage practices with the merit system in local government administration successfully implemented in Indonesia, namely in the cities of Medan, Deli Serdang and DIY, while in other countries it was successfully implemented in the African state of Nigeria, the merit system is used to prevent political patronage in the public sector by ensuring the acceptance of competent employee candidates, and reducing the influence of political patronage that previously hindered the development of public services and justice.

An ontology-based knowledge representation using OWL for Indonesian local regulations

<div class="WordSection1"><p>Inconsistencies in legislation can significantly hinder the effectiveness and efficiency of the central and local government administrations. The Indonesian government requires standard harmonization of each piece of legislation to prevent such problems. However, this process is often manual and requires the involvement of multiple experts with varying backgrounds. This leads to high resource expenses regarding human resources, cost, and time. To address this, a software system should be developed to detect potential disharmony among legislation. However, the system requires a well-constructed legislation conceptual model represented in an appropriate modeling language. This research aims to develop the Indonesian local regulation ontology in web ontology language (OWL), where no such ontology exists. The ontology was created using the Ontology Development 101 methodology and evaluated using competency questions and expert judgment approaches. The resulting ontology becomes a basis for developing an automatic recommendation system to detect potentially inconsistent legislation in future works.</p></div>

Citizen participation through different mechanisms: does social media impact adoption and design of local sustainability plans?

ABSTRACT Sustainability plans are essential for fostering prosperous cities for present and future generations. The degree of citizen agency, control, and power in shaping plans varies across different participatory mechanisms. Despite its popularity and ubiquity, how social media, as a new form of participatory mechanism, shapes government sustainability plans remains relatively unclear. Therefore, by using a 2015 nationwide survey of U.S. local government administrators, this study examines social media’s influences on plan adoption and design, particularly in comparison to conventional participatory mechanisms. The findings provide insights for public managers on how to leverage different participatory mechanisms in advancing a sustainability plan.

International Experience in Ensuring Cybersecurity in Local Self Government Management as a Component of the National Security of Ukraine

The study examines the critical relationship between cyber security as a component of national security and its provision in local government administration. The purpose of the study is to evaluate the international experience of ensuring cyber security in the management of local self-governments in Germany, Poland and Ukraine. In research were used visual and graphic methods, a set of methods of processing, comprehension and interpretation of information. This highlights the level of trust in local authorities in Poland, Germany and Ukraine, as well as a comparison of the systems of local self-government entities in the selected countries. It was established that there is a need to create and develop an adequate cybersecurity system. The result of the study is an analysis of the cyber security strategies of Germany, Poland and Ukraine. Prospects for further research are the analysis of the possibility of consolidation and differentiation of powers by subjects of local self-government in ensuring cyber security. An analysis of the real need for the powers related to providing cyber security and the ability to perform them is appropriate.

Fruit and Vegetable Waste Characteristics and Management Practices at Pasig Mega Market in Pasig City, Philippines

The fruit and vegetable sector produce waste significantly, causing social, environmental, and economic loss. Thus, a study was conducted at Pasig Mega Market, Pasig City to describe the fruit and vegetable vendors' waste management practices. Vendors and government employees participated in focus group discussions and key informant interviews. Results showed an average of 100-200 kilograms of waste were collected in the market daily, with leafy vegetables, watermelon, melon, and saba as common types. Focus group discussions revealed that discounted prices for suboptimal items, quality assurance methods, adherence to First-In-First-Out principles, and marketing strategies were the vendors' efforts to reduce waste. The identified approaches in handling wastes were, giving them as animal feed, creating alternative products, and returning damaged products to suppliers.  Key informant interviews disclosed that the local government and market administration practices in waste management were composting and donation as animal feed for the local zoo. Moreover, it revealed improvement in the management of implementing the ordinances. Problems encountered were focused on supplier issues, weather, market competition, and consumer preferences. Overall, their waste management reduces food waste disposed of in landfills. Recommended strategies for vendors and administration are valorizing food waste, organizing awareness and livelihood programs, and conducting regular evaluations.

History of formation in Kazakhstan and the combat path of the 310th infantry division during the Soviet-German war (1941-1945)

The purpose of the article is to analyse the formation and combat path of the 310th Infantry Division, formed in 1941 in the territory of Soviet Kazakhstan. Topicality of the paper was determined by the need to study the history of the formation of the Kazakhstani division, from the date of issuance of the order of the Supreme Command of the USSR, the implementation of this order by the leadership of Soviet Kazakhstan, the participation of the military authorities of the republic in the implementation of the planned goals on the ground through the organisation of interaction between local government and military administration, the command of the division, the Central Asian Military District in the territorial responsibility of which included the republic. The authors of the Soviet period as well as modern Kazakhstan and Russia studied the topic in different years. The researchers’ works devoted to the history of the war against the Axis, historical documents of the Archive of the President of the Republic of Kazakhstan (Almaty), the State Archive of Almaty and the Central Archive of the Ministry of Defence of the Russian Federation (Podolsk) are used in the work. The peculiarities of the ongoing work on the formation of the 310th rifle division are given, the tendencies of staffing the military units of the division with senior, junior commanding and rank-and-file personnel of the units are revealed. The combat path of the Kazakhstani division during the war is revealed, some pages of heroism of its soldiers and commanders on the battlefields which became a personal example to raise the patriotic feelings of Soviet citizens, are established. It is concluded that the 310th Infantry Division from Kazakhstan made a contribution to the achievement of the Soviet victory over Germany.

Developing outdoor spaces for work and study—an explorative place-making process

IntroductionThe development of outdoor spaces for work and study is part of a larger transition toward sustainable communities, which can take advantage of more flexible ways of organizing everyday life. Governance processes supported by physical spatial changes have the potential to bring together various actors and experts for local development. The aim of this study was to explore the possibilities of developing outdoor spaces for work and study in a collaborative process.MethodsThe study involved an upper secondary school, a local government administration, local businesses and research. The process took place in a South-Swedish small town and included developing outdoor areas for tasks traditionally carried out indoors, participatory workshops and meetings followed up through questionnaires and interviews.ResultsOverall, the introduction of outdoor places was positively evaluated, but engagement varied across actors and over time, and a number of obstacles and challenges in the process were identified.DiscussionThe study showed how vital it is to anchor ideas for place-making locally and having key persons in leading positions with allocated time to support the process. It also indicates how decisive spatial changes can be and how important it is that any physical intervention becomes an integrated part of a wider local process in order to make an imprint on local life and pedagogical practice.

Nurturing Development Administration in South African Local Government

This paper aims to unpack the relationship between the development administration and local government in fostering socio-economic development. the paper argues that the effective implementation of the development administration sufficiently contributes to local government productivity in delivering government development-oriented services and programs. Development administration includes strengthening administrative capabilities. Development administration covers a wide range of techniques used by large organizations, most notably the government to implement plans and policies that are meant to assist them in achieving their developmental objectives. The main goal of development administration is to create a better social, political, and economic environment. The local government plays a crucial role in Africa's economic development trajectory.  the paper is conceptual in nature as relies heavily on secondary data and existing literature to address the answer to the inherent argument. from the literature, authors derived findings such as a lack of adequate political capability and politicization of development, corruption, lack of accountability, low priority of quality assurance, poor monitoring, and evaluation of socioeconomic policies, excessive political control, poor capacity development, nepotism, lack of community participation, resources constraints, inter alia. the study recommends that further research should be conducted in all municipalities within South Africa to detect the problem associated with development administration for effective enhancement of socio-economic development as well as reinforcing and easing the sustainable development in local government. since public administration is regarded as a social science discipline the study contributes to the field of public administration and development as it deals with assessing and resolving the social, political, and economic problems that affect day to day life of communities. Development administration also contributes to the National Development Plan as it enhances the social, political, and economic arena.  the study can also influence public officials to be equipped with more skills to meet the socio-economic needs of the communities.

Procedura finansowania zadań publicznych realizowanych przez organizacje pozarządowe w trybie art. 19a ustawy o działalności pożytku publicznego i o wolontariacie

The article discusses the procedure for financing public tasks commissioned by the executive bodies of local government in a non-open competition mode, regulated in Art. 19a of the Act on Public Benefit and Volunteering, which is the basic legal act regulating the functioning of non-governmental organizations in Poland. Commissioning the implementation of public tasks may take the form of entrusting the implementation of a public task or supporting the implementation of a public task. The basic form of commissioning public tasks by local government administration bodies is the competition procedure. It allows the principle of competitiveness and transparency of this process to be maintained. However, the legislator provided for the possibility of commissioning the implementation of public tasks also in a non-competition mode. By creating this possibility of commissioning public tasks, it introduced numerous restrictions for this mode, thanks to which this procedure is secondary to the basic form of commissioning public tasks by way of an open competition. The purpose of the discussion here is to analyze the procedure in matters relating to outsourcing the implementation of public tasks to non-governmental organizations by local government administration bodies within the meaning of the above-mentioned Act in a non-competition manner. The article also contains proposals for amending the regulation in question to adapt it to the currently existing socio-economic relations, because this regulation has been in force for over twenty years and requires changes, which results from the previous experience in its application.

INTEGRATED FINANCIAL MANAGEMENT SYSTEM: ITS IMPORTANCE IN ADMINISTRATIVE MANAGEMENT IN LOCAL GOVERNMENTS IN PERU - 2023

Purpose: This study delves into the pivotal role of the Integrated Financial Administration System (SIAF) within local governments in Peru, with a focus on its influence on administrative, budgetary, and financial management.   Theoretical Framework: The study is grounded in a theoretical framework that explores the essential functions and applications of the SIAF in the context of municipal affairs.   Design/Methodology/Approach: Employing a quantitative research approach with a descriptive correlational design, the study actively engaged 166 participants, including authorities, managers, and collaborators from municipalities. Random surveys and interviews were conducted to gather insights from advisors and experts.   Findings: The results revealed a significant consensus, with 72.29% strongly agreeing on the substantial role of the SIAF in municipal administration. An additional 70.48% endorsed strong agreement, underscoring tangible improvements in administrative management facilitated by the SIAF. Reliability analysis, as reflected in KR20 and KR21 values, further solidified the credibility of the study.   Research, Practical & Social Implications: The study recommends the establishment of continuous monitoring mechanisms for the SIAF, emphasizing regular updates to align with evolving administrative, budgetary, and financial requirements. Additionally, advocating for comprehensive capacity-building and training programs for municipal personnel is crucial to enhance proficiency in utilizing the SIAF effectively. Empowering stakeholders is expected to optimize system benefits and cultivate a culture of efficient financial administration within local governments.   Originality/Value: This study contributes to the existing body of knowledge by providing comprehensive insights into the indispensable role of the SIAF in local government administration, backed by rigorous quantitative analysis and reliability metrics.

The Effects of Environmental Analysis on Optimal Attainment of Local Government Administration Objectives in Developing Countries (A Study of Nigeria) 2015-2023

Environmental analysis in government administration is the process of assessing and evaluating the internal and external factors that can have an effect on an administration performance and strategy. Although the environmental analysis is important to figure administrations strength, weaknesses opportunity and threat and this knowledge can help to place her on strong footing to actualize set objectives. The study explored the Effects of Environmental Analysis on Optimal Attainment of Local Government Administration Objectives in Developing Countries with a focus on Nigeria. The study employed descriptive research design. Population of the study were drawn from the six geopolitical zones in Nigeria. The data for the study were sourced through a structured questionnaire.  Descriptive, correlations and regression analysis was applied to the study to evaluate the effects of the dependent variable on the independent variables through the aid of the statistical package SPSS 23. From the regression results its suffice to conclude that environmental analysis of Local government administration that is proxy with political, economic, social & legal, would have a meaningful influence on optimum actualization of local government objectives in Nigeria. The study recommended that local government administrators should prioritise analysis or evaluation of internal and external environment such as political, economic, social and legal state of their local government area pre and post inauguration.

Toward an Organizational Ethics Culture Framework: An Analysis of Survey Data From Local Government Managers

This research explores what public managers think about the elements of an ethical organizational culture predominately discussed in the literature. It develops a multidimensional framework of these elements and uses it to explore data from a national survey of local government administrators. The framework is derived from the literature in public administration on organizational ethics. This research tests the organizational ethics framework on city managers, one type of public manager. The results of the survey at the local level showed a need for more priority setting in public administration on ethics and organizational culture. Our major finding is that an ethical organizational culture is multidimensional, containing six main elements. Together these should be understood to explain the ethics culture in local government organizations and potentially other governments.

Local Government Administration and the Challenges of Bureaucratic Professionalism in Nigeria: A Study of Transition Committee in Local Government Councils in Anambra State (2015 to 2022)

The democratic essence of governance is expressed and most often experienced at the grass root. The instrument of government that conveys this is the local government through sound bureaucratic experts. But it appears that the introduction of the Transition Committee has encouraged the rescinding of bureaucratic professionalism in local government administration in Nigeria. This paper becomes imperatively tasked with ascertaining the impact of Transition Committee on bureaucratic professionalism in local government councils in Anambra State. Following this, two research questions were adopted to guide the study. First, does the introduction of Transition Committee down played bureaucratic professionalism in local government administration in Anambra State? Secondly, what factors attributed to Transition Committee are responsible for low performance of local government administration in Anambra State? Data were primarily sourced and complimented with secondary source precisely academic journals and government gazettes. Bureaucratic theory was used as relevant tool of analysis. From the study, it was discovered that majority of the members of Transition Committee in local government councils are people of poor academic qualifications with little or no bureaucratic knowledge. These personalities exhibit administrative rascality in their dealings with career civil servants and bureaucratic ignorance in the discharge of their functions. These have adversely affected bureaucratic professionalism in local government administration in Anambra State. Hence, the study recommends total administrative and financial independence in the local government councils by abrogating transition committee in local government. 

Gender Responsive Budgeting (GRB) in Western Balkans between aspirations and reality

Abstract This paper aims to discuss the current situation on GRB as a tool to make budgets gender-responsive and achieve gender equality in Western Balkans. Apart from exploring the gap between the aspiration in implementing the GRB instruments and tools from one side and the obstacles encountered which are bound to be specific for any country or region. The general method used is the conceptual analyses as well as content analyses will be starting points when scrutinizing policy-papers that policymakers as well as programs of UN, UN Woman, EU and other foreign agencies are trying to implement in WB. Despite numerous gender policies having been adopted in Western Balkans over the last few decades, significant gender inequalities are persisting and there are gender policy implementation gaps. The paper concludes that there is a need to have sound laws and policies that meet the equivalent demand to implement them. Integrated GRB initiatives with gender equality goals could provide the basis for better gender equality outcomes and ownership from the central and local government administration, which is crucial in the long term and sustainable gender equality.

Directions of change in the spatial policies of Polish border municipalities during the first year of war in Ukraine, 2022

Local-level spatial policies in Poland are determined by diverse social, economic, political and environmental factors. On the one hand, they result from the specific characteristics of individual areas. On the other, however, supra-local factors are found to be playing an increasingly important role. These can include trends related to the Europeanisation of spatial planning and the associated promoted institutional changes and changes in planning practices. However, from February 2022 onwards, certain European countries in particular have seen another important factor has come into play, i.e. the war in Ukraine. It thus seems legitimate to verify how the fundamental change in the geopolitical situation, i.e. the location in the immediate vicinity of a victim state (Ukraine), an aggressor state (Russia) and an aggressor-friendly state (Belarus), along with a number of related consequences (including a change in the nature of border capacity, a sense of insecurity, potential changes in investment policy, etc.) determine the directions local spatial policies have been taking. The main purpose of the article is to diagnose the current planning situation of units of local-government administration along Poland’s eastern border by reference to two groups of issues: (1) concerning the state of progress of planning work, as well as (2) the impact of the outbreak of war in Ukraine on changes in spatial policy (perforce ancillary, given the small number of responses received). The source of the data were annual surveys of the Ministry of Development and Technology and Statistics Poland regarding the advancement of planning work at the level of the Polish gmina, as well and a survey addressed to all 77 such units of local administration located by the border. Particular reference was made to the application of spatial-planning instruments at the local level (studies of spatial planning conditions and directions, local spatial development plans and decisions on development conditions – with the analyses concerning the period before the major July 2023 amendment of spatial planning law). Particular attention was paid to the frequency of enactment of individual acts, with this being related to both earlier periods and trends in Poland as a whole. The research finds that the relatively high level of activity shown by some of the surveyed gminas in amending/updating spatial planning studies and spatial / physical development plans may not be related to the outbreak of war in Ukraine. The Polish spatial-planning system in fact lacks instruments by which to react flexibly and ensure the integration of development policies (as is particularly necessary when a crisis erupts).

Boosting Service Delivery through Strengthened Local Government Assessments: Insights from Uganda's LGMSD Framework

In an era where efficient service delivery is paramount for the socio-economic development of regions, it is essential to explore effective mechanisms in improving local governance. This paper dissects the utilisation of the Local Government Management and Service Delivery (LGMSD) framework in Uganda as an innovative approach to enhancing service delivery at a local level. From 2014/15, the Ugandan government introduced the Intergovernmental Fiscal Transfer Reforms (IGFTR) to enhance the adequacy, equity, and efficiency of local government financing for improved service delivery. The paper investigates the application and impact of the LGMSD assessment as a critical component of the IGFTR, focusing on five primary areas: Crosscutting, Water and Environment, Education, Health, and Micro Scale Irrigation. The findings in this paper present how this assessment model has contributed to incentivising good administrative practice, resource management, accountability, and overall service delivery. The study demonstrates how the framework has been instrumental in identifying local government functional capacity gaps and needs for performance enhancement. A noteworthy highlight of the study is the exploration of the independent assessment and internal verification audit firms; role in evaluating the effectiveness of the LGMSD framework. The study concludes with an analysis of the lessons learned and proposed strategies to improve this approach, offering a comprehensive understanding of how to replicate and tailor the LGMSD model in similar contexts in Africa to enhance LG service delivery. This study contributes to the ongoing discourse on improving governance and service delivery through enhanced monitoring and evaluation systems and provides insights for policymakers, M&E professionals, academics, and practitioners in local government administration and service delivery

Optimalisasi Pengelolaan Data Administrasi Masyarakat melaluiAplikasi AppSIMDUK (Studi Kasus RT 2 RW 5 Kelurahan KotoLuar Pauh Padang)

Rukun Tetangga (RT) is the smallest unit of government structure in Indonesia which is at the sub-district or village level. RT is an organisation responsible for providing services to the community at the local level. Each RT has duties and functions in terms of administration and services to residents in the surrounding environment. This community service activity attempts to implement the Village Government, Business and Financial Information System (AppSIMDUK) application in RT 2 RW 5 Koto Luar Subdistrict, Pauh Padang District. This activity is an endeavour to improve the local administration of community administrative data. Implementation methods include preliminary studies to understand requirements, application development, training and simulation of application use, implementation in the field, as well as monitoring and evaluation of activities. The results of this activity show that respondents, notably RT heads and appointed officers, gave positive responses to the use of the application. However, there are recommendations to provide additional training sessions or manuals to increase the efficacy of using the application. In addition, a number of respondents suggested aesthetic enhancements and the addition of community-related elements. Thus, the implementation of AppSIMDUK has the potential to improve the effectiveness of local government administration

Prioritizing Public Policy Implementation for Rural Development in a Developing Country via Multicriteria Classification

Despite the growing global interest in promoting rural development as a strategy to guarantee food security, in developing countries there are large gaps to achieve a sustainable countryside, mainly in rural areas. This research work delves into a methodological approach definition to establish the baseline for the public policy implementation and prioritize the intervention needs in the different items considered in an integral rural development public policy. The proposed methodology combines a qualitative characterization of needs and goals, a social cartography, a quantitative characterization of indicators and the use of multicriteria classification for prioritizing development policies. Eight localities with sixteen small rural settlements are taken as a research unit, to apply the proposed methodology and determine the implementation level of a public policy. The results show that a set of priority policies that both meet the authorities’ objectives and the population’s needs can be defined. Moreover, a vector of priority is proposed to define the weakest items, as a guide to local government administrations to focus efforts on interventions to achieve greater impacts on the rural community development under study. Finally, via a double field validity assessment, those strategic lines are hierarchized and analyzed regarding their potential relationships, as a social system.
